AMCP Applauds CMS Final Regs on Medicare Part D

Alexandria, VA, May 20, 2014 — The Academy of Managed Care Pharmacy (AMCP) today issued the following statement by CEO Edith A. Rosato, RPh, IOM, in response to the release by the Centers for Medicare and Medicaid Services (CMS) of its final regulations for the Medicare Advantage and Part D program for 2015: 

"The Academy is pleased with CMS' final regulations for Medicare Part D, which do not include most of the significant changes proposed last January and later put on hold. In the face of significant opposition from AMCP and many provider, patient and payer groups, CMS suspended changes that would have fundamentally altered one of the most successful health care programs – in ways that would have had serious consequences for seniors.

"AMCP remains concerned, however, that CMS will implement in 2016 a maximum allowable cost pricing provision that discourages pharmacies from making wise generic purchasing decisions to lower overall costs to beneficiaries and taxpayers. AMCP will continue to urge CMS to reconsider that provision.

"AMCP also commends CMS for including anti-fraud provisions that we've long supported – they align with AMCP's goal of combatting fraud in Medicare Part D. AMCP encourages CMS and Congress to look carefully at AMCP's legislative proposal that would allow health plans, in consultation with the Secretary of Health and Human Services, to suspend payment of claims to pharmacies where there is a credible allegation of fraud. It's being reviewed by a bipartisan group of Senate Finance Committee members and the House Ways & Means Committee."
